Mobs created by structures not spawning around campfires

Description
During world generation some structures will include hostile mobs (such as the pillagers around an outpost), these mobs seem to be getting despawned by campfires if they're included in the structures - an example of this is the Savage and Ravage mod's expanded outposts.
any chance we could have a config option to enable this only for player placed campfires? this is preventing raids from progressing if using other mods which have campfires as part of their chimney design? have it affect only player placed campfires would solve this problem along with the one aforementioned.
