Feature description

There should be a mod that adds in a configurable cooldown for milking cows, mooshrooms, and other mobs (if any).
If a player attempts to milk a cow or mooshroom while it is still on cooldown, the milking fails.

There is already a mod that adds a cooldown to milking, but that mod is Quilt only and can't be configured without editing the source and recompiling. The default milking cooldown from that mod is 4800 ticks or 4 minutes, but some players may want a longer (or shorter) cooldown.
