By setting the Infinite setting to False like the attached file below, then testing by breaking the block at least a hundred times, the ore does not seem to revert back to bedrock.
Found a naturally generated Bedrock Cookie ore and mined it for awhile with a high efficiency pick to insta-mine it.

When checking it's NBTdata, it seems that the durability never actually drops, so the issue lies in the fact that setting "Infinite": False
doesn't actually work.

I cannot access my computer right now, but I will work on this as soon as possible!

I was wondering if this was fixed? I'm having the same issue on 1.18.2.
Quick edit to this, the fluid ores do decrease in durability for me just not the other ores
