Not Giving Custom Rewards

Describe the bug

Custom rewards set in config are not being given.
To Reproduce
Steps to reproduce the behavior:
Edit the rewards config.
Check rewards on server.
New rewards not there.
Expected behavior
A clear and concise description of what you expected to happen.
Rewards should appear.

Debugging
