The config menu won't show up even though I have installed Cloth Api

I have just download the dark-loading-screen mod with the cloth api, and when I opened up the game to remove the fade in/out animation, and I went to the mod options and clicked on that mod, I couldn't see the config menu...please tell me how to fix this issue, if not please fix this issue. Please and thank you!

By the menu not showing, do you mean the button is greyed out in Mod Menu or is it something else?
When I opened the mod menu, I scrolled to find the dark loading screen mod and then find the config menu so I can edit the animation of the loading screen, but the config button wasn’t there when I clicked on the mod in the mod menu.
