The access transformers of the various dependencies seems to be a bit behind the curve. For example if build 4 depends on the AT of 191 in another mod but build 3 required an earlier version of that mod, it will extract the AT for 191, but look for the AT from the earlier version. On build 5, if the dependency for that other mod does not change, it will then extract and search for the correct version. This is an example from build 7 of Dark Utils. Build 6 was using 191 of Bookshelf and 2.28.1.162 of JEI and build 6 is using 199 of Bookshelf and 2.28.5.172 of JEI.
