Dashloader always triggers

Describe the bug
Every time I launch Minecraft it never loads the cache and instead generates a new one.
To Reproduce
Steps to reproduce the behavior:
- Get list of mods
- Run Minecraft
Expected behavior
The game should load the cache and load faster, and not generate a new cache.
