How do i allow a user to use the teleport command? Or must they be opped?

I've closed this as it's not an actual issue with the mod, I'll still try to look into it when I work on the mod again.

They must be operators, that's a vanilla limitation.

I think I remember a vanilla feature about granting players a one time permission for performing an action with a higher permission level, but that's from a couple of years ago, so I'll have to see if I find that again or if it even still exists.
