Blood boil skill from the Tome of Vampiric Knowledge gives "Blood Plague" to enemies, giving verbatim "constant damage per second".
I've tested it on multiple mob types, and it does not deal any damage per second, or damage over time, at all, and only does the initial hit.

This is going to be reworked to instead have an effect with healing :)
