After some further inspection, I'm not sure if this is intended or not. I was under the impression that fog when in lava was completely removed and water was forgotten when the change was made. Upon testing and seeing lava fog did still exist, I inspected the code and noticed that there was a special fog distance for those in spectator (only for lava and powdered snow, did not see a special case for water, however in spectator, the water fog effect does go much faster). However, on Mojira this as labeled as a bug with the Confirmed status. See similar issues here. So I'm not sure if this is worth touching. IMO it makes more sense for there to be no fog in spectator, but the bug report feels more like a feature request than an actual bug given that it was purposefully made this way. Feel free to close this if you want.
