Bug Description

I'm not sure if this is an issue with YACL or Debugify but the tooltips of some bugs are not showing correctly. For example, this image:

How to Reproduce?

1. Click the mods button
2. Search for Debugify, and click the configure icon
3. Select the dropdown arrow for client bugs
4. Look for the bug '237493' happens on other bugs as well
5. Hover over the bug until tooltip shows up
6. You found the bug I was having!

Expected Behavior

I thought the tooltip would overlap the scroll bar and show over it rather than under it.
