All Boats movement stutters for a bit when attempting to move it when using it

Bug Description
Hello im here to report a bug with the mod including boats.
If the boat is placed on water and the player enters it and tries to move, the boat's movement stutters and is slow for a bit before becoming normal.
If the boats placed on a solid block in the air, and the player enters it and tries to move, the boat's movement stutters and is slow for the whole fall until the boat lands again. I hope this will be fixed because the mod is really good.
How to Reproduce?
- Place a boat (either on water or on a solid block above air)
- Enter the boat
- Start moving
- Notice the boat's movement stutter for a bit (if in water, if in air, the boat's movement will stutter for the whole fall)
Expected Behavior
The boat's movement should never stutter and be slow for a bit.

Fabric Loader v0.14.21

- I made sure this bug hasn't already been reported.
Is on most update to date version.
- I made sure I am using the most up to date fabric/quilt loader and mod version.
Still occurs on 1.21.1-1.0. From what I can tell this is a very long-lasting issue.
