[Feature Request] Do not add new bugs to config if bugfixes are default-disabled

Would it be possible to prevent adding new
"MC-123456": false
lines to the config, if the mod is using the default-disabled option?
It would help with creating modpacks as I would then not have to remove (or git revert) the false-lines and can only keep the true-lines.
