Make items that can be fed to Quails to make them breed based on a tag, rather than the current implementation of just allowing Golden Grass Seeds to be used.

Value of Proposition

This would allow modpack makers or other mods to expand upon and edit Quail breeding options, for example if one wanted to make Quails eat Melon Seeds or Wheat to breed or something
