[1.20.1] Mini Melon generates even through disabled

Describe the bug: I felt that it is unbalanced that melon is obtainable everywhere, so I just put mini_melon = false in config, but it still generates.

To Reproduce: put delightful-common.toml mini_melon = false and see it generates.

Expected behavior: Mini melon should be disabled.
