Make sensitive mixed explosives go off instantly when triggered by a nearby explosion

Description
Currently when a mixed explosive is sensitive enough to explode instantly when ignited or triggered by redstone, it will ignite normally as if it had zero sensitivity when hit by an explosion. It would make more sense for it to explode instantly instead.
Problem This Addresses
This is more consistent with how sensitive explosives behave when ignited and would make mixed explosives a lot more useful for large excavation projects.
