[1.20.1] Office chair will instantly kick player off when placed on block 2 blocks under it is air

i've figured out the root cause of the issue, when the block that is 2 blocks underneath the chair is air, it will despawn the chair.
May have been broken in a4495e8#diff-83b59164c68720f89050598b15122cd56a3ad448c8d87521e356e6e3f8fd9dcf
