'Include Different Blocks' overrides 'Requires Tool' option when using normal Excavate

When I have 'Include Different Blocks' enabled for Shape Excavating and Requires Tool in Options, then proceed to use the normal excavating (default key: `), it will also mine out blocks that do not match the tool being used.
Repro Steps:
- Edit config file or through Mod Menu:
- Enable Shape Excavating
- Enable Include Different Blocks
- Enable Requires Tool
- Open game
- With an appropriate tool (I am using an Axe with Silk Touch enchantment), use the normal excavate functionality on the logs of a tree.
- Observe both the logs and leaves are dropped (via Silk Touch).
Expected Result:
User should expect the Include Different Blocks functionality to not override the Requires Tool functionality when excavating normally.
