Just wanted to piggyback and say I have been experiencing this issue as well - I have a lot of mods installed but it seems to be happening (for me) when the elytra is in the Curios spot added by Elytra Slot. When it is in the regular chestplate spot it works fine. Vanilla activation behavior works no matter where the elytra is placed.
