Make able to change the Elytra Fly Sensibility
For Example: Toggle Cinematic Camera
Flying Sensibility
Etc.

If you mean sensitivity, thats already configurable. Since recently, the "cinematic" smoothing can also be changed.

I tried toggle the "cinematic" smoothing by the default settings, but it just make the sensitivty way worse
pretty much double smoothing
Is there a new version that i didn't download?

You should check for yourself if you have the latest version or not, I can't do that for you.
