1.20.1 Configs to disable certain talents does not work.

Minecraft Version: Minecraft 1.20.1
Mod platform: Forge 47.3.0
Mod Version: DoggyTalentsNext-1.20.1-1.18.60

Expected behavior: When setting the server configs to disable certain talents, such as Wolf Mount, the player should be unable to invest perk points into Wolf Mount.

Actual behavior: After setting the server configs to disable Wolf Mount (and other talents), the player is able to still invest perk points into the disabled talents.

Does the player in question have Operator Permission? Since OP players can bypass the restrictions.
