That is also normal. When you first spawn the dog, the collar no longer appears on it. You have to make a collar from string

This is also made clear in the changelog

There is not meant to be a collar texture at the start but there is no wolf neck texture so you can see inside the dog - this needs to be fixed

Ah, good eye there! I didn't even realize that there was a void there

So I believe the problem is due to the recent change where i made the first texture be the default wolf texture built into minecraft, which doesn't have the collar part as this is normally covered up by collar texture.

Fixed and in lastest release
