Fix for dog teleportation issue present in 1.14.4

Feature Description:
in 1.14.4, the AI for dog teleportation was broken. Whenever the dog is in unloaded chunks, or the player is too far away, the dog decides to just not teleport or not follow the player, making it difficult for multiplayer servers, as dogs will not follow players through teleports, and refuse to follow you if you elytra far enough. Even the Heel command doesn't work. This issue was fixed in 1.15, but i was wondering if it was possible for you to add it for the 1.14.4 version of doggytalents?
