This is a vanilla minecraft mechanic. When skeletons are near dog they run away.

The mod wolf and the skeleton remain neutral even if encountering in my version :).

@koziejka, you have to state if you are encountering a bug or not. Also @pyz9188, I would suggest making a seperate issue on it, and state what version you are using. The both of you can look here for information on posting an issue.
