I've disabled the villager and the pet store in the config and when I create a new world there's the pet store structure.

I'm having the exact same issues, the config keeps resetting itself for some reason. I also have animal tamer villagers set to false but villagers can still become animal tamers and I even saw an animal tamer zombie villager.

I'm having this issue as well on version 1.7.1-1.20.1. I've set the petstore_village_weight = 0 but pet stores still generate in newly made worlds.
