Happens without both, it was just easier to showcase on the test modpack I created to isolate issues.
Issue
You can see here that the frog in question is told to stay still but my friend who is in survival can still command it, it will follow me but nonetheless, unintended behavior
I have not tested other pets to see if this also happens.
