I just got ahold of a Shadow Hands IV book (fresh/not combined) and tried to place it on a fresh collar, but it says it costs 16 levels right off the bat. Is...that normal? I admit that I'm not an expert at enchantments but 16 levels from being the first enchant on a pet collar seems like way more than I would ever expect. If this isn't a bug, what's the reason for it taking so many levels?
