If an item is granting the player night vision while the night vision on the draconic helm is disabled, then there will be a conflict over whether or not night vision is enabled. While in an enclosed environment night vision appears on and there is no problem, but if the sky is visible, then the sky will flicker
an example would be using cyberware's low light eye upgrade with a draconic helmet on

This is tricky to work around. The best solution i can think of is to just not clear night vision unless lock mode is enabled. So when lock is enabled it will lock nv ether on or off.
