Bug report

When using the wireless charging from EnderIO (and probably any other wireless charger), the tools and weapons are unusable when charging.
An example is when attempting to use the draconic bow, holding down draw causes the bow to constantly attempt to start drawing. When fully charged, the bow works fine.
This is probably caused by minecraft thinking that an energy change means the tool was changed.
I don't believe it affects swords, but it also affects mining. Mining a block that takes longer then 1 tick causes the progress to restart every time the tools energy increases.
