Draconic Evolution is rarely included in modpacks without mods like Mekanism/Mekanism Generators or Big/Extreme Reactors. In it's age, the Draconic Reactor has gotten power-creeped to death. A measly 1m rf/t is nothing compared to a mekanism fission or fusion reactor, both of which can produce tens of millions of rf/t (or hundreds, in the case of a fusion reactor!) or a Big/Extreme reactors reactor. In fact, it's gotten so power creeped it's functionally useless, as by the time you get your hands on the ability to make it, you already have a mekanism reactor or a Big/Extreme reactor making ten times the output while barely breaking a sweat.

Draconic is rarely balanced around as all other aspects are still incredibly powerful in modern versions, but the reactor sits as a relic of a bygone era of modding and should be buffed or rebalanced to better fit alongside other mods.

It's up to the modpack maker to balance the mods in their packs, not the mod author to balance around other mods. You can already change various power factors in the config; if you don't like them, change them.
