[1.12] Can't disable placed Items

Description
I set placed_items to false in the config and items can still be placed
Base information
- Minecraft version: 1.12.1
- Minecraft Forge version: 14.22.0.2474
Oh rite thats a bug. I will fix this in the next release but if you really need to disable them try enabling "hardDisableMode" this will prevent disabled blocks/items from being registered. This will ether fix your problem or.... May crash the game when someone tries to place an item... Ether way will be fixed in the next update.
