Bug Description:
Disabling the herding mechanic within the config does not stop herding behavior, Cows still fear horses and clump together.

Have you tried removing other mods? Did the issue persist after removing them?:
No attempt to remove other mods was made.

Are you on Singleplayer or a Server?:

For singleplayer it is working for me,
I dont see cows/animals clumping up any more on their own.
Herding by being on the horse still works tho, so that does not change (I like that tho).

So maybe something Server specific.

The horse thing is unaffected by it regardless, but it should be making cows not follow eachother. Make sure you've got the config active on your server as well!
