When I play the mod on 1.18.2 the only dragon I see in the creative hotbar is the fire dragon

Are you using the search tab? Unfortunately the other breeds arent in the search trees due to the nature of the dynamic items and blocks.

Have a look in the miscellaneous tab for them.

Issue was left unanswered, I'm going to go off the assumption of the issue being not seeing the breeds in the menu, or it was a previous issue that was resolved a long time ago relating to clients receiving breed information correctly.
