I was playing with the Dragon Survivor mod and several other mods applied together.
I tried to change the server config to restrict other mounts from boarding.

List of rideable entities. Format: modid:id

I changed the config like this, but it didn't work.
I tried changing the penalty entry to false, but even that didn't work.
So I realized that the server config was not working properly.

I validated it again, the problem is that the mount restriction system hasn't been working properly since the beginning.
Yes. I was able to get on the boat from the beginning. The reason I thought I couldn't get on the boat was probably because I was playing in third person.
There seems to be a problem with the mount restriction system as well as the config.

I was understanding the config backwards. I confirmed it by deleting all of the above config. I apologize for the confusion.
I didn't think I would be able to get on the boat from the beginning, and I understood the above config. But the opposite was true.
The config was working fine, and it looks like this is going to turn into a dragon riding compatibility issue in Ice and fire. They were also still able to get on ride, such as the seats in the creat.

■ To Reproduce

Install the ice and fire mod together, tame the dragons and ride on their backs.
Delete the config altogether, and ride on seat in creat mode.

■ Expected behavior

You can ride on their backs while experiencing strange graphical glitches.
