Several config options seem to do nothing when edited all my tests were done in clean mc instance with no other mods

toughSkinArmorValue: editing this setting does not change the armor value given by the skill to the player

(I know the main dev had nothing to do with developing the 1.20.1 version but i am posting this incase it is still present in the 1.21 version so it can be fixed)
