seems like a duplicate of #17, but in the latest version as supplied by all of fabric 3.

steps:

1. complete tower
2. be sad at the top when there is no boss lock (almost all the time. we have beaten several bosses on this server, but now they rarely, if ever, spawn)

Same here. Top of the tower is just a skull. I pre-generated 10K Radius. We beat the mobs, get to the top and nothing. Have close to 30 something keys. Here's my log for my personal server.

I did edit the config to make them a bit more sparse.. Here's the config (I renamed it so it would upload).
