Can you create a plugin for spigot-like servers that will work the same way as your mod?

Nope sorry, Spigot is too different from Forge/Fabric/Quilt, and I am not familiar with it to create such a mod.
Beyond that, there's little reason for it, servers cannot have multiple world folders anyway.
