you can't remove sunken skeletons from the game

no matter what you put in the config a skeleton can always convert into a sunken skeleton...

This is due to a similar mechanic in their code that lines up with how Zombies convert to Drowned

You could remove the skeleton from the converts_in_water tag and then it should no longer appear.
