Hi, thanks for the report.
This doesn't seem to actually be an issue with Dynamic FPS, but rather you running an outdated version of Cloth Config for 1.21.8 (or below), which renders the Dynamic FPS config screen.
As you can see, without Cloth Config opening the "config screen" works fine:
