Description:
The crafting sound added by Dynamic Surroundings plays when making tools at the Tool Station from Tinker's Construct, which has its own independent sound.
Tool Station block id is tconstruct:tooltables/3.

Unfortunately the crafting event does not identify the source of the craft so it is not possible to tell what machine was used. At the moment there isn't much I can do except perhaps to auto disable the feature if TiC is installed. Note that the player can disable this crafting sound by setting "Crafting Sound" to false in the configuration.
