Which rain drops are you referring to? The falling rain, or the splash particles that hit the gound? Or both?

on the screen, that bloomy rain drops. like such as a camera screen

can you see this? at the left bottom of the screen, that bloomy rain effect. such as a drop on the camera lens.

That distortion in the lower left that makes the chest swirly? That's not Dynamic Surroundings. I believe it is some sort of shader effect. Have you updated any other mods recently?
