I am digging into this issue and cannot duplicate. Need to clarify something - you said "Forest sounds etc continue even when muted in the volume settings" - which volume settings are you referring to? If you are talking about from the Minecraft volume settings dialog and you are adjusting "Ambient/Environment" you are correct - biome sounds would not be affected.
If you want to adjust DS biome sounds hit CTRL+v in game. The settings in the CTRL+v dialog are considered separate sound categories where the implementation is concerned. If there was a way to dynamically add new sound categories I would do that, but since it is not possible I had to roll my own.

Yeah this is what I meant. Is it possible to add a button to that GUI or something, like how IC2 did with its sounds in 1.12? Like a little "DynamicSurroundings" button like Quark's q button.
