Dynamic Sounds doesn't work... until dying? [1.16.5]

Hi, I'm running Dynamic Surroundings for Forge 36.1.32 and Minecraft 1.16.5. I've come across a weird bug where the dynamic sounds themselves (sword slashing, footsteps, nature ambience, etc.) doesn't actually work upon loading the world, but only works upon dying or teleporting to a far away location.
Upon troubleshooting and doing /kill on purpose, I noticed that this fixes sound distance effects such as muffled noises and echoing & nature ambience but doesn't fix footsteps, tool switching, and other noises. The game itself doesn't crash and there's no other problems that I can seem to find... the sounds just seem to turn on and off when they want to. My mod list is as follows:

- Comforts
- Genetic Animals
- Guard Villagers
- Ice & Fire
