Sounds played through the /playsound command are played at where the player is standing in the world, they shouldn't be

using the playsound command should play the sound even if the player moves away from that location, that's not what's happening and none of settings are fixing it
what should it do instead? Do you want it to play omni presently across the entire server? This doesn't seem broken as much as just different functionality to what you want but maybe I'm misunderstanding something
