[Question]: Does max*Dist override/ignore the distances set in server.properties file?

So if I have my maxChunkViewDist set to 16 (minChunkViewDist set to like 6), but in server.properties I have view_distance set to 10, then will view distance actually go over the 10 set in the server.properties? If it does, then does it even matter what we set in server.properties?
