Dynmap not making the nether brighter

Issue Description: I can't change the brightness of the nether, unlit areas will always be dark. I tried using my own custom lighting with shadowstrength: 0.2 and ambientlight: 15 and I tried using the brightnight but both end up with the nether still being dark.

Encountered the same problem, some places in the Nether will not light up.
After re-rendering, the lit and non-lit parts are different, which seems to happen randomly.
