Waterlogged Barrier blocks not rendered correctly

Issue Description: Waterlogged barrier blocks are not rendered correctly. The barrier blocks and anderlaying water are rendered as air instead of water and therefore not visible on Dynmap..
- Dynmap Version: Dynmap version: core=3.7-beta-2-923, plugin=3.7-beta-2-923
- Server Version: Paper 1.20.2 #318

- Steps to Replicate: Create an aquarium with some waterlogged barrier blocks as top and at the side and let Dynmap render the tiles.
