Whenever I start spigot, it always throws an error saying that my server is not supported.

Download 1.21.7 using buildtools and use dynmap.

The dynamp version you are using only supports up to 1.21.5 - see my last comment in #4221 - you'll find a link to a community build which supports 1.21.7
