Description of your suggestion.

Rocks do not spawn in Terralith biomes in the latest version, and the config file doesn't allow setting new biomes for rocks to spawn. Maybe you could add a whitelist / blacklist biomes option for this to be fixed with modded biomes.

So EarlyStage uses biome tags to determine where to place rocks and flint.
