Describe the Issue

Problem
When using iron ingots and coal to smelt steel ingots, the progress bar will reset when adding more coal into the secondary slot.

Expected behaviour
The progress bar should not reset when the needed ingredients for steel ingots are still present.

Reproduce

1. Place a blast furnace.
2. Add a fuel source in the fuel slot.
3. Add iron ingots in the primary slot.
4. Add one or more coal to the secondary slot.
5. Wait for the progress bar to become visible.
6. Add more coal to the secondary slot.
7. The progress bar is now fully reset.

Additional information:
In my setup, I used a lava bucket as a fuel source, with another full lava bucket ready to go when the first would run out. The blast furnace was not connected to any hoppers. The blast furnace was placed next to another blast furnace which was not smelting anything.
